On June 10, 2020, Maryland Governor Larry Hogan gave a special briefing that included an update on testing, as well as new reopening measures that will take effect June 12 and June 19th. The briefing also included an update from Karen Salmon, State Schools Superintendent.

Testing update
- Urge people who participated in recent demonstrations to get tested for the coronavirus.
- The Maryland Department of Health and the Maryland National Guard will be opening multiple high-volume testing sites across Baltimore City, including at the Baltimore Convention Center, to give protesters more opportunities to get tested.
- Maryland has conducted 451,967 coronavirus tests.
- The state has increased testing by 429% over the past 50 days and has now tested 6.4% of the population, including 100% of nursing home residents and staff.
Effective at 5 p.m. Friday June 12, 2020:
- Indoor dining can resume at 50% capacity with distancing and following strict public health requirements.
- Hogan encourages local schools, where possible, to plan and hold safe outdoor graduation ceremonies with appropriate capacity and distancing measures in place.
- Outdoor amusements and rides, miniature golf, and go-kart tracks may resume operations with appropriate health and safety protocols.
- Capacity restrictions at outdoor pools will increase to 50% with the same safety guidelines in place.
Effective at 5 p.m. June 19:
- Indoor gyms and other indoor studio fitness activities such as dance studios and martial arts, may begin to safely reopen at 50% capacity with strict health, distancing, and sanitization measures.
- Casinos, arcades, and malls will also be able to begin resuming operations, beginning at 5 p.m. on June 19, with strict safety protocols.

- School systems will be able to bring small groups into school buildings for summer instruction programs.
- These small groups would consist of 10 to 15 individuals at a time in rooms within a school building.
- All child-care providers may reopen, as long as they follow all Department of Health protocols.
- Class sizes in child-care centers are now expanded to a maximum of 15 individuals per classroom.
- As schools transition to a more familiar and routine Summer Food Service Program, local systems will determine operations, including number and types of meals served and locations.
- Since the coronavirus pandemic started, local school systems and MSDE have maintained student access to meals with more than 13 million meals served since the start of school closures.
- Outdoor high school sports may resume practice and training within the same guidelines that were previously announced for youth sports programs by the governor in May.
- Sporting activities must align with the health parameters outlined by MSDE and local school systems.
